All firms applying must meet the following criteria:

• Be a Cambodian registered company or in official partnership with a Cambodian-based firm;

• Have at least 5 workers with 50% of all professional staff holding Khmer citizenship.

• Be operating as a business for at least 2 years;

• Registered with VAT (or can show documentation showing in process of application).
